American Rescue Plan Act (ARPA)
Chippewa Valley Technical College recognizes the impact the COVID-19 pandemic has had on our communities and students. With the help of the United States Department of Education American Rescue Plan Act (ARPA), funds are available to support students in this challenging time.
CVTC received $6,095,710 from the Department of Education for the purpose of supporting students impacted by COVID-19; the American Rescue Plan Act (ARPA) is funded 100% by this federal award*.

Who was eligible?
Students who are or were enrolled in an institution of higher education during the COVID-19 national emergency are eligible for emergency financial aid grants from the HEERF, regardless of whether they completed a Free Application for Federal Student Aid (FAFSA) or are eligible for Title IV. As under the CRRSAA, institutions are directed with the ARP funds to prioritize students with exceptional need, such as students who receive Pell Grants or are undergraduates with extraordinary financial circumstances in awarding emergency financial aid grants to students.
Block Grants
This group includes TRIO – Student Support Services participants who are enrolled in 6 or more credits during the Fall 2022 semester. Students with a 0 EFC on the FAFSA were prioritized. Previous semesters were awarded based on different criteria.
Eligibility was based on FAFSA and enrollment data at the time of disbursement.
* CVTC signed and returned to the U.S. Department of Education the Certification and Agreement for Emergency Financial Aid Grants to Students under the CARES Act on April 15, 2020. In this certification and agreement, the college assured that it will use the applicable amount of funds designated under the CARES Act (Public Law 116-136), CRRSAA (Public Law 116-260), and ARP (Public Law 117-2) to provide Emergency Financial Aid Grants to students.
** Summer 2021 was partially funded by the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA).

How were students notified?
Eligible students received an email announcing the ARP Act. Eligibility was set by the Department of Education; criteria for determining the amount of funding given to each eligible student was established by the College.
Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA)

With the help of the United States Department of Education Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA), funds are available to support students in this challenging time.
CVTC received $1,382,732 from the Department of Education for the purpose of supporting students impacted by COVID-19; the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) is funded 100% by this federal award*.

Who was eligible?
Degree-seeking students enrolled in at least one credit were eligible for Block Grants. These Block Grants were paid directly to students. Block Grants were split into four categories:
- Students enrolled in 6 or more credits and Pell-eligible received $500.
- Students enrolled in 5 or less credits and Pell-eligible received $300.
- Students enrolled in 6 or more credits and not Pell-eligible received $200.
- Students enrolled in 5 or less credits and not Pell-eligible received $150.
Non-credit, non-degree seeking, dual enrollment, or non-tuition paying students are eligible to apply for a portion of CRRSAA funding. Students in this population who have experienced a financial hardship due to COVID-19 can complete an application here. Students who received a Block Grant are not eligible to complete this application.
- The application opens on Tuesday, April 13th, 2021 at 8 a.m.; it closes on Thursday, April 15th, 2021 at 11:59 p.m.
- This CRRSAA application form asks for the student to select areas of their life where they’ve experienced financial hardship due to COVID (tuition, food, housing, transportation, healthcare, childcare).
- Completing an application does not guarantee funding; applications will be reviewed individually for eligibility. Awards are based on number of applicants and amount of funding available. These microgrants are not expected to exceed $150 each and will be paid directly to the student.
Undocumented, DACA, and international students are not eligible for CRRSAA, per the Department of Education. Eligibility was based on FAFSA and enrollment data at the time of disbursement.

Coronavirus Aid Relief and Economic Stability (CARES) Act
How CVTC is Helping Students
CVTC recognizes the impact the COVID-19 pandemic has had on our communities and students. With the help of the United States Department of Education Coronavirus Aid Relief and Economic Stability (CARES) Act Grant, funds are available to support students affected in this challenging time. The CARES Act Grant is available to help Title IV eligible students offset expenses related to the disruption of college operations. CVTC received $1,382,732 from the Department of Education for the purpose of supporting students impacted by COVID-19; the CARES Act Grant is funded 100% by this federal award.*

*CVTC signed and returned to the U.S. Department of Education the Certification and Agreement for Emergency Financial Aid Grants to Students under the CARES Act on April 15, 2020. In this certification and agreement, the college assured that it will use no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
How were students notified?
In early May 2020, actively enrolled Title IV eligible students received an email announcing the CARES Act Grant. Grant funds are available to offset costs incurred during CVTC's campus closure. Students and staff were also notified via the CVTC electronic newsletter, The Weekly. The request form for CARES includes the categories of food, course materials, and technology. Request forms are reviewed individually, and CARES Act Grant funds are paid directly to students.
Institutional Aid
In addition to funds received for student aid, CVTC received funds through the CARES Act Higher Education Emergency Relief Fund (HEERF), CRRSAA Higher Education Emergency Relief Fund (HEERF II), and ARP Higher Education Emergency Relief Fund (HEERF III) to cover and defray institutional costs associated with preparing for, preventing, and responding to the coronavirus. The U.S. Department of Education awarded CVTC an allocation of $12,829,482 as an institutional formula grant (Section (a)(1)), as well as an allocation of $964,488 through the Title III Strengthening Institutions Program (SIP) (Section (a)(2)) to address pandemic-related needs. As a condition of this funding, the college is required to publicly post reports of its expenditures throughout the grant period.
